The Jammu and Kashmir Legislative Assembly has selected seven out of 55 Private Members’ Resolutions for discussion during its ongoing autumn session on October 29. The resolutions feature pressing matters, primarily focused on relief efforts and employment opportunities.
Official sources confirm that the Bharatiya Janata Party (BJP) leads with three resolutions, while the National Conference (NC) contributes two, alongside one resolution each from the Congress and an Independent member. This selection process reflects the assembly’s commitment to address the concerns of its constituents.
Among the highlighted resolutions, two particularly focus on relief, rehabilitation, and land allocation for families impacted by recent flash floods and landslides in the region. Another significant resolution calls for the regularization of daily wagers employed across various government sectors.
BJP MLA Pawan Kumar Gupta from Udhampur West spearheaded a resolution requesting immediate government intervention for flood and landslide victims. Gupta’s resolution urges the administration to seek assistance from the Union Government through the National Disaster Relief Fund (NDRF).
“This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families,” reads Gupta’s resolution, which ranks third among the selected proposals.
In another notable plea, BJP’s Balwant Singh Mankotia from Chenani has proposed that the government allot 10 marlas of land to families who lost their properties in the August 2025 flash floods. He emphasized the need for housing solutions affected individuals.
“This House resolves that 10 Marlas of land be allotted for construction of residential houses and cattle sheds for affected families,” states his resolution, which is number seven on the list.
From the National Conference, MLA Ajaz Jan from Poonch’s resolution pushes for the regularization of daily wage workers in various departments, underlining the necessity for a defined eligibility framework based on service duration and work performance.
Dr. Syed Bashir Ahmed Shah (Veeri), also from the NC, has called for measures to create employment opportunities for youth in both the public and private sectors. He highlights the importance of promoting agro-based industries to foster sustainable job creation.
Leading the list at Serial No. 1 is a resolution from Congress MLA Nizam-ud-Din Bhat advocating for the establishment of a National Law University in Srinagar. Bhat’s proposal emphasizes urgency:
“This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay, as funds for the first phase have already been provided,” he stated.
Alongside these, BJP MLA Rajeev Kumar Bhagat from Bishnah has submitted a resolution aimed at revitalizing irrigation infrastructure throughout the Union Territory. His resolution urges the government to restore canal networks to ensure reliable irrigation water for farmlands.
The Independent MLA from Thannamandi in Rajouri has also contributed by proposing a resolution regarding the implementation of Jammu and Kashmir Panchayati Raj Rules. His resolution stresses the necessity of executing works through Halqa Panchayats for projects not exceeding ₹3 lakh, ensuring transparency and local governance.
The Assembly session, which commenced on October 23, initially focused on obituary references, with a recess observed from October 24 to 26. The assembly will resume proceedings on Monday, with Private Members’ Resolutions slated for discussion on Wednesday. Following these discussions, the session is set to conclude on Friday.
Notably, the People’s Democratic Party (PDP) had no resolutions selected for discourse, highlighting a stark contrast in representation.
